Earlier on Tuesday, leaders of several Western countries said that Russian troops had entered the areas after Russian President Vladimir Putin recognized the independence of rebel-controlled areas of eastern Ukraine. But some leaders indicated that this did not equate to a full-fledged invasion of Ukraine. However, the White House has indicated a change in its stance.
