As the rapid evolution of Artificial Intelligence (AI) continues, concerns about its potential misuse and negative impacts are growing, particularly regarding its application in warfare and cyber operations. To address these pressing issues, the United Nations’ High-Level Advisory Body on Artificial Intelligence has published its final report titled “Governing AI for Humanity.” This report outlines seven crucial recommendations aimed at promoting the global development, governance, and ethical use of AI.

  1. International Scientific Panel on AI: Establish a panel that will publish annual reports on AI trends, risks, and opportunities. This initiative aims to ensure global consensus on AI challenges and identify areas requiring further research, including quarterly insights on how AI can contribute to achieving the Sustainable Development Goals (SDGs).
  2. Policy Dialogue on AI Governance: Facilitate biannual gatherings for world governments and stakeholders to exchange best practices and address AI governance challenges. These dialogues will emphasize the importance of human rights in AI development and foster international cooperation.
  3. AI Standards Exchange: Create a collaborative platform for experts to develop universal benchmarks for assessing and improving AI systems. This exchange will identify gaps in current standards and work towards establishing new ones.
  4. Capacity Development Network: Form a network of global AI centers to provide resources, data, and expertise to under-resourced regions. This initiative will offer online education, training, and support to researchers and social entrepreneurs focusing on using AI for the public good.
  5. Global Fund for AI: Establish a fund aimed at bridging the AI divide, ensuring that less affluent nations can access essential technology and expertise. The fund will also support safe and trustworthy AI practices, prioritizing projects aligned with the SDGs.
  6. Global AI Data Framework: Collaborate with international organizations to define principles and standards for the governance of AI training data. This framework will promote diversity and accountability while facilitating the exchange of anonymized data for AI model development.
  7. AI Office within the UN Secretariat: Set up a dedicated AI office within the UN Secretariat to coordinate these initiatives, report to the UN Secretary-General, and foster partnerships with technology companies, civil society, and academia.

The advisory body, proposed in 2020 and formed in October 2023, represents a crucial step towards a more responsible and ethical approach to AI governance. As we look ahead, it is clear that while AI holds immense potential, its application, particularly in military contexts, poses significant risks that must be carefully managed.
