Dubai, UAE – In a groundbreaking move aimed at enhancing efficiency and improving the lives of citizens, His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, launched the Zero Government Bureaucracy Programme (ZGB) on Thursday. The ambitious initiative is set to cancel 2,000 government procedures within a year, marking a significant step towards streamlining operations and ensuring a more responsive government.
Under the ZGB programme, government entities are tasked with the immediate implementation of measures to cancel a minimum of 2,000 redundant government procedures, reduce the time required for processes by half, and eliminate all unnecessary bureaucracy within the span of a year. This bold initiative reflects Sheikh Mohammed’s commitment to raising the quality of life for the people of the UAE.
One of the standout features of the ZGB programme is the introduction of a substantial incentive bonus of Dh1 million for government employees or teams that excel in removing unnecessary bureaucratic procedures. This move is expected to motivate and recognize the efforts of those driving the transformation towards a more efficient and citizen-friendly government.
The launch event was attended by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, and Chairman of The Executive Council of Dubai, along with Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, and Deputy Prime Minister and Minister of Finance.
During the session, Sheikh Mohammed emphasized the importance of government entities evolving their services and adopting highly efficient business models to achieve the nation’s goal of leading the world in government service excellence. He highlighted that bureaucracy is a significant challenge faced by governments worldwide in their pursuit of delivering quality services to the public.
“Procedures are intended to serve people and make their lives easier. Bureaucracy is the main challenge facing any government seeking to develop its services. I will review the development achieved by government entities to assess their progress. Within a year, we will announce the results. The elimination of government bureaucracy and the rapid delivery of services are the two pillars of our future strategy,” Sheikh Mohammed stated.
The ZGB programme is aligned with the UAE government’s commitment to fostering effective partnerships with the private sector. The launch session featured the participation of ministers and over 300 leaders from the government and private sectors, indicating a collaborative approach to accelerate the implementation of the initiative.
In his opening speech, Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs, highlighted the UAE government’s historical focus on minimizing bureaucracy as part of continuously developing its services. The ZGB programme is expected to build on this foundation, marking a significant leap towards a more agile and responsive government.
As the 30 federal government entities embark on the implementation of the ZGB programme, the eyes of the nation are on the transformative journey that promises to redefine the government’s role and enhance service delivery standards.
